This position is a key role in the City of Reidsville’s Public Works Department, overseeing the efforts of several major public utilities’ divisions, including Water Distribution, Sewer Collection, Water Treatment Plant, Wastewater Treatment Plant, Meter, and Plants Maintenance.Essential FunctionsAn employee in this class plans, coordinates, supervises and schedules personnel to ensure that the major responsibilities of the Department regarding safe and well-maintained water supply and sewer disposal systems are accomplished. This position also coordinates the operations of both the water treatment plant and the wastewater treatment plant, plus plant maintenance.Human Resources Management: time and attendance; performance evaluations; employee coaching, development, and disciplinary action; recruitment, hiring and retention of staff.Contract Management: work involves considerable planning and scheduling of activities and contact with participants; requires judgmental discretion in the application and interpretation of programs, and procedures.Project Management: the complexity of work is in setting priorities, planning, designing directing activities, inspecting work, giving technical directions, and supervising the crews. Both the plants are currently in the early stages of major projects: the installation of an entire plant generator project at the water plant, and the installation of a new headworks system at the wastewater treatment plant, along with the upgrade to our BNR (biological nutrient removal) plant. The City of Reidsville is also undertaking a significant redundant water line project of approximately 13,000 linear feet. This position will be essential in ensuring these projects remain on time and on budget.Important FunctionsWork subjects the employee to inside and outside environmental conditions, extreme temperatures, and normal hazards associated with the operation of equipment, and working with sewage. Working with injuries, special populations, or administering first aid causes employees to be exposed to potentially infectious bodily fluids and therefore subject them to the OSHA requirements on bloodborne pathogens.Work is performed under the supervision of the Director of Public Works and is evaluated in terms of program effectiveness, by monitoring the program expenditures, and through discussions surrounding public acceptance. This classification is considered exempt in compliance with the Fair Labor Standards Act (FLSA).Duties and Responsibilities

  • Plans, organizes, directs, and supervises employees within Public Works to ensure safe and well-maintained water supply, and sewer disposal systems.
  • Determine work procedures, prepare work schedules and expedite workflow.
  • Provides training to ensure a safe work environment.
  • Interprets policy, provides information, and provides solutions to the problems.
  • Responds to public and other inquiries relative to department policies and procedures.
  • Notifies residents of policy and code violations, public safety issues and offers solutions.
  • Inspects various land use developments, construction sites or public utilities facilities.
  • Counsels and advises employees with problems; interviews new employees; completes and conducts employee’s performance evaluations; approves requests for vacation and sick leave; handles employee discipline and makes recommendations to Public Works Director for terminations.
  • Performs administrative and office work; writes and awards contracts; maintains permits; orders equipment and supplies; coordinates safety and occupational training.
  • Plans, schedules, and supervises activities, facilities, supplies, and equipment.
  • Manages program budgets and submits annual program and budgetary needs in conjunction with the overall departmental budgetary process.
  • Develops operation and capital budgets.
  • Makes policy decisions for all public utilities divisions; provides supporting data to justify expenses; approves all purchases of supplies and equipment for all public utilities divisions.

Performs related duties as required.Education and ExperienceGraduate from an ABET-accredited 4-year engineering program, or closely related field. Minimum of four years’ work as an engineer. Professional Engineering (PE) is strongly preferred. The applicant will have up to 24 months from the date of hire to complete the PE exam.Hiring Range: $76,160-$95,200

Expected salary: $76160 – 95200 per year
